Xiang Storm was a human Hopper in the League and War Eras. General Storm was a medium-height Sino-Vietnamese with brown hair who used the pronouns he/him.

As a serial Hopper, Storm spent much of his early life travelling between parallel universes. During this period, he acquired a following of other Hoppers, along with a fleet of ships fitted with D-jump drives. He styled himself as a wandering prophet, bringing a message of human superiority over other species.

By the time Storm returned to this universe, his fleet was a force to be reckoned with. Upon arriving, Storm led the fleet to Earth and demanded a meeting with the leaders of the United Nations. At the meeting in Stockholm, soldiers from Storm's ship executed every leader and ambassador present, and Storm declared himself de facto ruler of the space administered by the UN.

Storm quickly installed loyal Hoppers in the UN leadership and began a programme of reforms designed to consolidate his control. The UN government was renamed the Galactic Defense League.

The new government followed Storm's principles of human supremacy, and brutally suppressed any opposition. Storm remained the leader of the Galactic Defense League from Reunion Day in 3221 until the conclusion of Kowalski's War in 4406, which ended with his death at the hands of Director Kowalski following the destruction of the League fleet.
